Throughout the 2 days of training, each student will utilize a number of different rescue equipment methods and will gain a thorough understanding of each. The 16-hour Confined Space Rescue course will allow students to conduct a number of mock confined space rescue situations using our simulator. Simply throwing equipment that can be used for rescue on the job site with no trained personnel or procedures in place is a potentially fatal mistake. The other mistake we commonly see is simply listing the local fire department as the confined space rescue team. Not all fire departments are equipped or trained to perform confined space rescue, and very rarely does the arrangement include all the previously mentioned requirements anyway. There are several things employers should NOT do in regard to providing confined space rescue services. Unfortunately, we see these things being done on a regular basis. The other option is to contract the rescue service requirement to an outside agency that provides professional rescue standby teams. It is essential that the employer remembers their responsibility of evaluating the rescue team prior to using their services. For example, equipment must be maintained and inspected on a regular basis by competent personnel.Įmployers have two options for providing permit-required confined space rescue services. Using employees to provide an internal rescue capability is one of the options, however, many businesses cannot support such an endeavor because of the extensive equipment and training requirements necessary for it to be successful. There are of course many other requirements for standby rescue teams that are not specifically defined in the OSHA standards. The employer must also evaluate the rescue team prior to using their services. The employer must ensure that the team has the proper equipment and skills to perform confined space rescue. Additionally, the employer must provide access and other hazard information to the team so that they can pre-plan and practice rescues at the facility.įinally, the standby rescue service must practice performing confined space rescues at least once every 12 months. They also must ensure at least one team member holds current first aid and CPR certifications. There are several requirements that standby rescue teams must satisfy. First and foremost, they must be able to respond in a timely manner. What does timely manner mean? If the confined space has an IDLH atmosphere, the team must be able to respond immediately. Otherwise, a 10-15 minute response time is appropriate. If the rescue team cannot respond promptly at any given time, they must notify the entry team and the confined space work should cease until the rescue team is available again. Non-entry rescue should always be considered as the first option for rescue. Unfortunately, it is rarely adequate. Even if the entrant is wearing a full-body harness with a retrieval line attached, the configuration of the confined space or limitations of the retrieval equipment may cause more harm to an unconscious entrant during the extrication process. When non-entry rescue is not safe or practical, a standby rescue team must provide an entry rescue capability. When an employer identifies permit-required confined spaces in the workplace, they must develop and follow a written permit-required confined space program. Providing for a timely rescue from the confined space is one of the major OSHA requirements for permit-space programs. It is also one of the most misunderstood requirements!
